Edward A. (Andy) Altemos is Senior Technical Adviser to HAZMAT Packager & Shipper, and is a partner in the firm, HMT Associates, L.L.C., Alexandria, VA. Mr. Altemos was formerly Secretariat to the International Civil Aviation Organization's (ICAO) Dangerous Goods Panel. Prior to that assignment he was International Standards Coordinator in the U.S. DOT Research & Special Programs Administration, in which expert capacity he represented the United States at the meetings of the United Nations (UN) Committee of Experts on the Transport of Dangerous Goods and its subsidiary bodies, the International Maritime Organization's Sub-Committee on the Carriage of Dangerous Goods and served as the United States' member on the ICAO Dangerous Goods Panel. Mr. Altemos is widely renown for his expertise in both U.S. and international dangerous goods regulations in both U.S. and in Europe.

| Gordon Rousseau, expert in dangerous goods regulations, is Special Adviser to HAZMAT Packager & Shipper and was formerly President of HMT Associates, LLC. He has held key positions in the U.S. Coast Guard, the Interstate Commerce Commission and the U.S. Department of Transportation where he managed these agencies' hazardous materials regulations development and waiver issuance programs. Mr. Rousseau was Executive Director of the Rigid Intermediate Bulk Container Association, where he was instrumental in developing key provisions for incorporation into DOT's final rulemaking HM-181E: Intermediate Bulk Containers for Hazardous Materials. |

| Frits Wybenga has served with distinction as the Deputy Associate Administrator for Hazardous Materials Safety in DOT. He represented the United States at the UN Committee of Experts on the Transport of Dangerous Goods and its Sub-Committee for fifteen years and was its Vice Chairman for eight years.
