that on October 21st, PHMSA published HM-215K, an Advanced Notice of Proposed RuleMaking covering proposed changes to the Hazardous Materials Regulations.  These are part of the PHMSA effort to ensure harmonization of the HMR with international regulations and standards.  They mainly address changes to appear in the 16th edition of the UN Model Regulations.  PHMSA Publishes an ANPRM in Docket HM-215K.

    that on October 19th, PHMSA issued its final rule in HM-206F on a Revision of Requirements for Emergency Response Telephone Numbers. PHMSA is amending its requirements for a 24-hour emergency response telephone number.  Amendments relating to international telephone numbers were also included.  Emergency Response Telephone Numbers in DOT Docket HM-206F.

that the ICAO Dangerous Goods Panel met to complete its changes to the 2011-2012 edition of the ICAO Technical Instructions.  These changes will also feed into the 52nd edition of the IATA Dangerous Goods Regulations.     that the IMO DSC Subcommittee met to prepare amendments to the IMDG Code based primarily on the 16th revised edition to the UN Model Regulations.  UN-based amendments have been discussed in previous editions of the Journal and were adopted into the IMDG Code without substantial revision.  The author highlights a few other changes of specific interest.  Report on the September 2009 IMO DSC Subcommittee Meeting.
