| ICAO Dangerous Goods Panel to Review and Revise the Classification Criteria for Mixtures |
|
Due to an incident that occurred in the Dubai Airport in which an aluminum cylinder containing ethyl chloride exploded, the International Civil Aviation Organization issued Addendum/Corrigendum No. 2 to the 2007-2008 edition of the Technical Instructions for the Safe Transport of Dangerous Goods by Air. They were followed by the International Air Transport Association who issued an addenda to the IATA DGR. The addenda have immediate effect. In this report Mr. Altemos looks at the Dubai incident, and explains the changes that will occur to the Packing Instruction P200, and amendments that will be made to the provisions for selecting the proper shipping name for mixtures.
Ed. Note: HAZMAT Packager & Shipper reports on the results of the UN Sub-committee in this issue of the publication, and also issued a HazMat Alert to its readers on June 26 2008 (2008-21) on this matter. Information on INF 16 and the addenda issued by both ICAO and IATA can be found in our HazMat Reference Gateway under International Decisions in Air Regulations Reports. The International Civil Aviation Organization (ICAO) issued Addendum/ Corrigendum No. 2 to the 2007-2008 edition of the Technical Instructions for the Safe Transport of Dangerous Goods by Air. A similar addendum has been issued for the 49th Edition (2008) of the International Air Transport Association’s (IATA) Dangerous Goods Regulations (DGR). In each case, the addenda have immediate effect. Readers will recall that a special two-day meeting of the ICAO Dangerous Goods Panel (DGP) had been convened in early April to discuss an incident in which an aluminum cylinder containing ethyl chloride and helium with trace amounts of 1,1,1-trichloroethane and trichloroethylene and charged to a pressure of 20 bar exploded in a cargo warehouse in the Dubai Airport. Frits Wybenga discusses this incident – as well as the main decisions of the ICAO meeting - in the May/June issue of the publication. The report is titled “A Cylinder Incident Prompts Discussion on Assigning Proper Shipping Names to Mixtures” and can be found on page 20.
