| Q&A: Package Testing Report Formats |

Several questions were posed to PHMSA regarding new test report formats mandated for use by third party packaging certification agencies. PHMSA’s responses to those questions are presented in this report. On your website, you provide new test report formats for testing non-bulk packaging and intermediate bulk containers. How does the information requested in these formats correlate to the required 178.601 test reports elements? These reports must be followed 3rd party packaging certification laboratories. The new formats are being added to their laboratory approvals as they are renewed. Section 178.601 states minimum information requirements for these reports. We want to beef up the quality of the reports to achieve greater detail and to eliminate inconsistencies and we want to hold people accountable. We don’t necessarily need to see torque values, but we expect that a description of how the package is to be closed so as to prevent leakage will be provided.
