Use of the words “DIAGNOSTIC SPECIMEN” on packaging

DOT’s responses in this letter to the questions posed are self-explanatory. Nevertheless, a few additional words on the subject may be warranted. As indicated by DOT, display of the words “DIAGNOSTIC SPECIMEN” on a package is not a prohibited marking. Therefore, continued display of those words, without regard to the content of the package, would not be in violation of the HMR (or, for that matter, any international regulations), and display of this marking in and of itself is not a basis for a carrier to refuse to accept the package. Also as stated by DOT, there is no specific requirement that a carrier request additional information concerning the contents of a package so marked.
