Senior Technical Advisors

Gordon Rousseau, expert in dangerous goods regulations, is Special Advisor to The Journal of HazMat Transportation and was formerly President of HMT Associates, LLC. He has held key positions in the U.S. Coast Guard, the Interstate Commerce Commission and the U.S. Department of Transportation where he managed these agencies' hazardous materials regulations development and waiver issuance programs. Mr. Rousseau was Executive Director of the Rigid Intermediate Bulk Container Association, where he was instrumental in developing key provisions for incorporation into DOT's final rulemaking HM-181E: Intermediate Bulk Containers for Hazardous Materials. rousseau.jpg
Frits Wybenga has served with distinction as the Deputy Associate Administrator for Hazardous Materials Safety in DOT. He represented the United States at the UN Committee of Experts on the Transport of Dangerous Goods and its Sub-Committee for fifteen years and was its Vice Chairman for eight years. Edward Mazzullo, Regulatory Analyst, was formerly Director of the Office of Hazardous Materials Standards within DOT’s Pipeline and Hazardous Materials Safety Administration (and its predecessor, RSPA).  He has over 30 years of hazardous materials regulatory experience with DOT.  The group he directed had responsibility for hazardous materials standards development and for providing assistance to shippers, carriers, and others in understanding and complying with the HMR.  Ed may be reached at This e-mail address is being protected from spambots. Glenn P. Wicks, Esq. is President of the Wicks Group, PLLC. a Washington, D.C. firm that provides legal and consulting services to transportation interests on regulatory and commercial matters. He also advises The Journal of HazMat Transportation on legal issues relative to the transportation of dangerous goods by air. Earl V. Lind is a Independent Consultant on Hazardous Materials Packaging and plastics materials properties and processing. He retired on December 31, 2006 from Mauser Corp. He has over 30 years experience in packaging of hazardous materials working for CCA, SPPI, Russell-Stanley and Mauser Corp. He is a regular contributor to The Journal of HazMat Transportation. Patrick Coyle recently joined The Journal of HazMat Transportation’s writing staff and will be providing reviews and reports on DOT dockets, industry comments on those rulemaking activities, and guidance on specific compliance dates and requirements.  He also brings expertise in chemical security matters.  He has 15 years experience in the US Army, and worked 16 years in the chemical process industry where he held various positions in operations. coyle.jpg
